    Moving to make good on a campaign promise, Mayor Scott Klein said Tuesday that he will create an advisory committee to recommend a lower threshold for when a referendum would be triggered to seek voter approval of major spending increases.

    This article also includes information about another of Mayor Klein's campaign promises. He is recommending the formation of an Ethics Committee, to craft a code of Ethics for city officials. His recommendations for Citizen Appointees to this committee are: Waukesha County Corporate Council Tom Farley, former Lt. Gov. Margaret Farrow, and former City Clerk, Sandra Salbashian.

    News 2004-2006As Mayor Klein promised, the second reading of an Ordinance Procedure Ordinance will be presented to the Common Council for approval at the December 19, 2005 Common Council meeting.

    With exceptions for emergencies and resolutions, it will require two readings of all ordinances before they are acted on. To read the proposed ordinance you can link directly to it at:

    If you visit the City web site you can access the proposal from the City Meeting page, it is shown under "upcoming meetings".

    This is a major step towards a more open government in our City. We will now have access to proposed ordinances before they are passed. This, along with Public Comment being allowed at the beginning of meetings, will allow us to have input before rules are put into place by the Common Council.

    News 2004-2006This is an update on the previous information we provided to you. The Fire Protection fees are scheduled to be addressed at the December 5, 2005 Common Council meeting. Tammy LaBorde, has provided three options to the Common Council to remedy the lack of funding for 2005.
    These options are:
    (1) Make no changes at the Council level, and allow the Water Department to suffer a loss of $391,217 for 2005.
    (2) Charge back, through accounting procedures, the cost of Hydrant maintenence so that the Water Department suffers a small loss of approximately $21,000, but the revenue the City recieves would be be reduced by $370,000 for 2005.
    (3)The unreserved fund balance could be tapped to cover the entire $391,217 for 2005. The result of this action would be no loss to the Water Department, and no increase in taxes for 2005. It will however reduce our unreserved fund balance by that amount. This is the option that Ms. LaBorde is recommending.

    Please plan to attend the Common Council meeting on December 5 if this issue is important to you. Public comment will be allowed at the start of the meeting, so you will have an opportunity to voice your opinion prior to any action by the council.

    The Public Service Commission has determined that the City will not be allowed to collect the Hydrant Fees on a quarterly basis until April 2006.

    What does this mean to anyone who will be charged this fee for 2005? We are not sure. Tammy LaBorde, City Administrater has said that she will be making suggestions to the Common Council in early December. If you would like to read the Public Notice from the City go to:

    CITY OF PEWAUKEE - Scott Klein officially became the mayor of the City of Pewaukee on Monday in a brief ceremony during the Common Council meeting. Klein took the oath of office and said he seeks to open public comment at meetings, review spending caps and appoint a committee to establish new ethics rules in city government. Departing Mayor Jeff Nowak vowed to work with Klein during the transition and was lauded by Alderman Michael Pazdernik.
